Kristin L. Garcia has unique experience representing private and public clients in diverse environmental matters, including water, air quality, climate change, energy, and land use. Ms. Garcia previously worked for the California Air Resources Board (CARB) and U.S. EPA where she developed technical, regulatory, and legislative experience.
In law school, Ms. Garcia clerked for the Honorable Andrew J. Guilford of the United States District Court for the Central District of California and for the Los Angeles City Attorney’s Executive Office.
As a law clerk for the Los Angeles City Attorney’s Executive Office, Ms. Garcia assisted in developing the defense strategy for a city agency allegedly in violation of one of its South Coast Air Quality Management District’s (SCAQMD) permits. Ms. Garcia communicated directly with the client, researched applicable environmental regulations, and drafted the agency’s response to SCAQMD. She also researched energy issues related to City demand and Southern California energy users and providers.
Ms. Garcia spent four years at CARB where she worked in the agency’s Legislative Office, Chairman’s Office, and the Enforcement Division. In particular, Ms. Garcia spent significant time analyzing and recommending positions on air quality legislation. She also had the privilege of working directly for Chair Mary Nichols and accompanied the Chair to numerous speaking events and meetings, including Governor Schwarzenegger’s Global Climate Summit, legislative leader meetings, and stakeholder meetings. Ms. Garcia then worked on diesel enforcement matters where she created, managed, and administered CARB’s citation appeals program; she investigated and issued decisions on over 300 appeals.
Ms. Garcia has also been active in pro bono work. She was the recipient of UCI School of Law’s Pro Bono Independent Spirit Award in 2012 for the creation of the UCI Law’s Family Law Blitz Clinic. In 2013, the Clinic received the President’s Pro Bono Service Award from the California Bar Association. Ms. Garcia intends to continue her pro bono work by assisting one of the UCI School of Law Clinics on a project she helped found.
